Ένωση Μαστιχοπαραγωγών Χίου και μαστιχοπαραγωγοί : πολιτικές διαχείρισης του αγροτικού χώρου της νότιας Χίου: στοιχεία διαχείρισης του περιβάλλοντος και του τοπίου μέσα από την διοικητική πολιτική της Ε.Μ.Χ.(1939 έως 1989)

Abstract

Η παρούσα διατριβή αφορά στην εξέταση πολιτικής της Ένωσης Μαστιχοπαραγωγών Χίου (Ε.Μ.Χ) για τον αγροτικό χώρο της Νότιας Χίου και την επίδραση που είχε σε θέματα τοπίου, περιβαλλοντικής διαχείρισης και της παραγωγής μαστίχας. Ως βάση χρησιμοποιήθηκε η έρευνα του αρχείου που κατέχει ο οργανισμός για το χρονικό διάστημα από το 1939-1989. Κατασκευάσθηκε νοητικό μοντέλο ερμηνείας του αγροτικού τοπίου μικρής κλίμακας με διακριτούς πόλους στοχεύοντας στην κατανόηση των διαδικασιών μεταβολής του. Παράλληλα, συγκεντρώθηκε και οργανώθηκε υλικό για τις τοπικές συνθήκες της χρονικής περιόδου αναφοράς σε συνάρτηση με τα προτάγματα ευρύτερων πολιτικών, οι οποίες επηρέασαν τις επιλογές της Διοίκησης. Στις συγκεκριμένες πληροφορίες ενσωματώθηκαν οι τοπικές διεργασίες που οδήγησαν στην ίδρυση της Ε.Μ.Χ. Η περίοδος αναφοράς διακρίνεται σε χρονικές ενότητες με κεντρικό άξονα τις προτεραιότητες της Διοίκησης και τις απόψεις των παραγωγών ως προς αυτές. Εξετάσθηκε το σύνολο του θεσμικού αρχείου της Ε.Μ.Χ καθώς επίσης το Ενημερωτικό Δελτίο και ατομικές καρτέλες παραγωγών από τέσσερις πρωτοβάθμιους συνεταιρισμούς. Μια σειρά εργαλείων και μεθοδολογιών οι οποίες εφαρμόζονται διευρύνουν την κατανόηση των σύνθετων αιτιών διαμόρφωσης του αγροτικού τοπίου. Η εξέταση της πολιτικής του οργανισμού καταδεικνύει τη μη γραμμική μεταβίβαση των επιλογών του στις τελικές αποφάσεις των συνεταίρων καθώς αυτές διαφέρουν ανά συνεταιρισμό και ομάδα παραγωγών. Ταυτόχρονα γίνεται φανερό ότι η πολιτική του οργανισμού είχε σημαντική επίδραση ως προς τη διατήρηση της καλλιέργειας μαστίχας και τη διαμόρφωση των σύγχρονων γνωρισμάτων του αγροτικού τοπίου της Νότιας Χίου.

This dissertation concerns the study of the policy of the Chios Mastiha Growers Association in relation to the rural area of southern Chios and also of the impact it had in terms of landscape issues, environmental management and the production of mastic. The research was conducted on the basis of the archives held by the Association for the time period between the years 1939-1989. A mental model was constructed in order to define the rural landscape of a minor scale with distinct poles and furthermore to lead to the comprehension of the process involved in its alteration. There was a parallel collection and organization of material about the local conditions during the named time period, in connection with the general political priorities which had an impact on the choices of the Administration. In this specific corpus of information lie the local fermentations that resulted in the founding of the Chios Mastiha Growers Association. The period of reference is distinguished in time circles that have as their central axis the priorities of the Administration and the viewpoint of the mastic producers related to them. The Association’s institutional archive was examined on the whole as well as the information bulletin of Chios Mastic Growers Association and individual cards of producers from four primary cooperatives. A series of tools and methodologies that were applied, increase the apprehension of the complex causes of the configuration of the agricultural landscape. The study of the Association’s policy demonstrates the non-linear transmission of its choices towards the final decision-making on the part of the cooperators which varies for each cooperative and group of mastic producers. At the same time it is obvious that the Association’s policy had a strong influence on the maintenance of mastic cultivation and the formation of the contemporary characteristics of the agricultural environment in southern Chios.
