Η συμβολή της εκπαίδευσης και κατάρτισης στην τουριστική ανάπτυξη της Ελλάδας

Abstract

H παρούσα διδακτορική διατριβή έχει ως αντικείμενο τη θεωρητική διερεύνηση και την εμπειρική εκτίμηση της τουριστικής εκπαίδευσης και κατάρτισης, προκειμένου να διερευνηθεί η συμβολή της στην τουριστική ανάπτυξη της Ελλάδας.

Η τουριστική εκπαίδευση και κατάρτιση αποτελεί αναπόσπαστο κομμάτι της πολιτικής του τουρισμού και προκειμένου να είναι αποτελεσματική είναι απαραίτητο να λαμβάνει υπόψη τις ανάγκες της αγοράς εργασίας, τις απαραίτητες γνώσεις και δεξιότητες του ανθρώπινου δυναμικού που απασχολεί, καθώς και τη δομή της τουριστικής βιομηχανίας.

Ο κύριος στόχος της έρευνας είναι η διερεύνηση της συμβολής της τουριστικής εκπαίδευσης και κατάρτισης στην τουριστική βιομηχανία της Ελλάδας.

Απώτερος σκοπός είναι η ανάδειξη του ρόλου της τουριστικής εκπαίδευσης και κατάρτισης και η εξαγωγή συμπερασμάτων για τη βελτίωσή της και τη διαμόρφωση ενός πλαισίου προτάσεων τουριστικής εκπαιδευτικής πολιτικής, το οποίο θα συμβάλει στην περαιτέρω ανάπτυξη του τουρισμού της Ελλάδας.

Με βάση τον κύριο στόχο της έρευνας, σε θεωρητικό επίπεδο εξετάστηκε η τουριστική εκπαίδευση και κατάρτιση ως παράγοντας ανάπτυξης του ανθρώπινου δυναμικού και των τουριστικών επιχειρήσεων τόσο στην Ελλάδα, όσο και διεθνώς. Σε εμπειρικό επίπεδο, διεξήχθη έρευνα που απευθύνθηκε σε εργοδότες, εργαζόμενους και φορείς της τουριστικής βιομηχανίας με σκοπό να διερευνηθεί πολύπλευρα η συμβολή της τουριστικής εκπαίδευσης και κατάρτισης στην αποτελεσματική λειτουργία των τουριστικών επιχειρήσεων.

Ειδικότερα, το μεθοδολογικό πλαίσιο στηρίζεται στον συνδυασμό της ποιοτικής με την ποσοτική έρευνα, με την οποία διερευνώνται η τουριστική εκπαίδευση και κατάρτιση, το ανθρώπινο δυναμικό της τουριστικής βιομηχανίας, τα κριτήρια επιλογής του, η επάρκεια της εκπαίδευσής του και η ικανοποίηση της εργοδοσίας και των εργαζομένων από αυτή, θέματα που σχετίζονται με την εκπαίδευση των εργαζομένων στη διαχείριση της πανδημίας Covid-19, καθώς και η συμβολή της εκπαίδευσης και κατάρτισης στην αποτελεσματική λειτουργία των τουριστικών επιχειρήσεων.

Από την εκτίμηση των αποτελεσμάτων της έρευνας, προέκυψε ότι τόσο από την πλευρά των εργοδοτών και των φορέων, όσο και από την πλευρά των εργαζομένων, αναγνωρίζεται ότι η τουριστική εκπαίδευση και κατάρτιση συμβάλλει στη βελτίωση των εργασιακών προσόντων των εργαζομένων και στην ανάπτυξη των τουριστικών επιχειρήσεων. Όσον αφορά την επιλογή των εργαζομένων στην αγορά εργασίας της τουριστικής βιομηχανίας, φαίνεται ότι αυτή δεν σχετίζεται σε μεγάλο βαθμό με την εκπαίδευση και κατάρτισή τους, ενώ όσον αφορά τις εξειδικευμένες θέσεις εργασίας στις τουριστικές επιχειρήσεις, αυτές καλύπτονται από επαρκώς εκπαιδευμένο και εξειδικευμένο προσωπικό, ιδιαιτέρως στην περίπτωση των ξενοδοχειακών επιχειρήσεων και των τουριστικών γραφείων. Ως προς την ικανοποίηση των εργοδοτών από την εκπαίδευση και κατάρτιση των εργαζομένων τους, διαπιστώθηκε ότι αυτοί είναι οριακά ικανοποιημένοι. Αλλά και οι εργαζόμενοι θεωρούν ότι διαθέτουν οριακά επαρκή εκπαίδευση και κατάρτιση στον τουρισμό, καθώς δεν ήταν επαρκώς προετοιμασμένοι κατά την είσοδό τους στην τουριστική βιομηχανία από την εκπαίδευση που είχαν λάβει. Εντούτοις, τα ανωτέρω ευρήματα σε ορισμένες περιπτώσεις διαφοροποιούνται ανάλογα με τον τύπο της επιχείρησης, γεγονός που επιβεβαιώνει τις πολλές διαστάσεις του τουρισμού, καθώς και την ύπαρξη διαφορετικών αναγκών ανάλογα με τον τύπο της επιχείρησης. Ακόμη, προέκυψε ότι δεδομένης της πανδημίας Covid-19, όλοι θεωρούν πως είναι απαραίτητη η εκπαίδευση των εργαζομένων σε θέματα διαχείρισης εκτάκτων καταστάσεων.

The scope of this Ph.D. Thesis entitled “The contribution of education and training to tourism development in Greece” is the theoretical exploration and the empirical assessment of tourism education and training, in order to explore its contribution to the Greek tourism development. Tourism education and training constitutes an integral part of tourism policy and, in order to be effective, it is necessary to take into account the needs of the labor market, the employees’ essential knowledge and skills, as well as the tourism industry structure. The research mainly aims at investigating the contribution of tourism education and training in the tourism industry of Greece. Its further aim is to highlight the role of tourism education and training and to draw conclusions for its improvement and the formation of a framework of tourism education policy proposals that will contribute to the further development of tourism in Greece. Based on the main research objective, the role of tourism education and training in the development of human resources and tourism enterprises, as well as the current situation of tourism education and training both internationally and in Greece were studied on a theoretical basis. On an empirical basis, an empirical survey was conducted for employers, employees and stakeholders of the tourism industry, in order to comprehensively explore the contribution of tourism education and training to the effective operation of tourism businesses. The entire methodological framework is based on the combination of qualitative and quantitative research to allow for a better evaluation of the results. Specifically, tourism education and training, tourism industry human resources, their selection criteria, the sufficiency of their education, employers’ and employees’ satisfaction from tourism education and training, issues related to employees’ training in the management of the Covid-19 pandemic, as well as the contribution of education and training to the effective operation of tourism businesses are explored. The evaluation of the research results showed that both employers and tourism stakeholders, as well as the employees, recognize that tourism education and training contributes to the improvement of the employees’ working qualifications and to the development of tourism enterprises. Furthermore, the selection of employees in the tourism labor market is not largely related to their education and training, while as regards the specialized positions, they are covered by adequately trained and specialized staff, especially in the case of hotels and of travel agencies. In terms of employers’ satisfaction with the education and training of their employees, it was found that they are marginally satisfied. Respectively, employees consider that they have marginally sufficient education and training in tourism, as they were not sufficiently prepared when entering the tourism industry from the education and training they had received. It is worth to be mentioned that the above findings in some cases differ depending on the type of business, which confirms the many dimensions of tourism, as well as the existence of different needs depending on the type of business. The results of the empirical framework in combination with the conclusions of the theoretical background highlight the role of education and training at both levels of human resources and tourism businesses. In addition, they contribute to the development of a framework for tourism education policy proposals, taking into account the current developments and the views of employers’, employees’ and tourism stakeholders on tourism education and training. It also turned out that given the Covid-19 pandemic, everyone considers necessary employees’ training in emergency management. The contribution of this thesis to the scientific community is a combinatorial and multidimensional approach in the research and assessment of the role of tourism education and training in the development of tourism businesses, as well as its contribution to the tourism development of Greece, in order to form a framework of proposals for tourism education policy, which deploys both tourism and current developments, as well as the needs of the tourism industry.
