Labour in changing urban landscapes: a multi-scalar analysis of the reciprocal links between gentrification and the growth of flexible and precarious labour in Athens, Greece

Abstract

Η παρούσα Διατριβή έχει θέμα τη διερεύνηση της αμοιβαίας δυναμικής και ανατροφοδότησης των φαινομένων της εργασιακής ευελιξίας και του αστικού εξευγενισμού, στο πλαίσιο της πόλης των Αθηνών, εστιάζοντας σε δύο ενδοαστικές γειτονιές: το Κουκάκι και τον Κεραμεικό. Πιο συγκεκριμένα, μελετήθηκε πώς επηρεάζει ο εξευγενισμός την εργασιακή δομή στις αστικές περιοχές στις οποίες εντοπίζεται, και πώς μεταφράστηκε αυτό στα μεγέθη της ευέλικτης και άτυπης απασχόλησης. Αντιστρόφως, μελετήθηκε πώς η απορρύθμιση και αποσάθρωση των ενδοαστικών αγορών εργασίας δημιούργησε πρόσφορο έδαφος για την εμφάνιση εξευγενιστικών τάσεων, και πώς μεταφράστηκε αυτό στις μορφές εξευγενισμού οι οποίες αναδύθηκαν στις περιοχές μελέτης. Κεντρική διάσταση στα παραπάνω ήταν η μακροχρόνια και βαθύτατη οικονομική κρίση του 2008/09, η οποία έπληξε με ιδιαίτερη σφοδρότητα την πρωτεύουσας και τις αγορές εργασίας της, ενώ βάρος δόθηκε και στην επίδραση των ευρύτερων κλιμάκων στις τοπικές, όσον αφορά τις τάσεις εξευγενισμού και εργασιακής ευελικτοποίησης. Το έργο ανέπτυξε ένα πρωτότυπο εννοιολογικό σχήμα των αλληλοτροφοδοτήσεων ευελιξίας και εξευγενισμού, αντλώντας επιρροές από το πεδίο της Κριτικής Γεωγραφίας και της Γεωγραφικής Πολιτικής Οικονομίας. Μεθοδολογικά, επιλέχθηκαν μεικτές μέθοδοι ανάλυσης, για την σφαιρικότερη αποτίμηση των υπό μελέτη φαινομένων. Συγκεκριμένα, διεξήχθη στατιστική ανάλυση ποσοτικών δεδομένων για την απασχόληση και τις ροές επενδύσεων σε περιφερειακό και εθνικό επίπεδο. Στο ενδοαστικό επίπεδο, ποιοτικά δεδομένα συλλέχθηκαν μέσω δομημένων ερωτηματολογίων, ημι-δομημένων συνεντεύξεων, καταγραφών χρήσεων γης, φωτογράφησης, και συμμετοχικής παρατήρησης. Τα βασικότερα ευρήματα της Διατριβής έδειξαν τις επιμέρους μορφές που πήραν οι εξευγενιστικές τάσεις σε κάθε περιοχή μελέτης, αλλά και τα κοινά χαρακτηριστικά του δίπολου εξευγενισμού και εργασιακής ευελικτοποίησης όπως αναδύονται στο ελληνικό πλαίσιο. Συγκεκριμένα, σε αμφότερες τις περιοχές η αγορά των βραχυχρόνιων μισθώσεων βρέθηκε να παίζει κεντρικό ρόλο στην απορρύθμιση της αγοράς εργασίας, συνεπικουρούμενη από τις αναδυόμενες χρήσεις αναψυχής. Στις ανωτέρω περιπτώσεις, κεντρικό ρόλο έπαιξε η επισφαλής απασχόληση συγκεκριμένων τμημάτων του εργατικού δυναμικού της κάθε περιοχής μελέτης (οι marginal gentrifiers και καλλιτέχνες στον Κεραμεικό, οι φοιτητές στο Κουκάκι). Προκειμένου αυτή η οικονομική βάση (η οποία παρουσιάζεται ως χαρακτηριστική των εξευγενιζόμενων αθηναϊκών τοπίων κατά την παρούσα περίοδο) να παγιωθεί, προηγήθηκε η εκτεταμένη χρήση της απορυθμισμένης εργασίας στις κατασκευές. Τα παραπάνω σκιαγραφούν την αμφίδρομη σχέση εξευγενισμού και ευελιξίας, η οποία αποτυπώνεται σε ποικίλες χωρικές κλίμακες, και διαμορφώνεται υπό την πολύπλοκη επιρροή της συνεχιζόμενης οικονομικής κρίσης.

The Dissertation at hand refers to the inquiry of the reciprocal dynamics of labour flexibilization and urban gentrification, within the geographical context of Athens, Greece and focusing upon two intra-urban neighborhoods: Koukaki and Kerameikos. More specifically, it was studied how gentrification affects the work structure in intra-urban areas, and how this is reflected upon the figures of flexible and informal employment. Conversely, it was scrutinized how the deregulation of intra-urban labor markets creates fertile ground for the emergence of gentrification tendencies, and how this reflects upon the specific forms of the latter process. Central to the assessment of the spread of the abovementioned phenomena and their recursive relationship was the long and deep economic crisis of 2008/09, which hit the Greek capital and its labor markets with a remarkable intensity. The influence of multiple scales upon the gentrification-flexibilization nexus was another point of strong focus, as the study inquired the links between trends at the urban and intra-urban level, and those on the regional level. The project at hand established an original conceptual scheme of flexibilization and gentrification reciprocity, tapping into the tradition of Critical Geography and Geographic Political Economy. Methodologically, it constituted a mixed-methods analysis aiming for a comprehensive evaluation of the phenomena under study. Specifically, it encompassed statistical analysis of quantitative data on employment and investment flows at regional and national level, and at the intra-city level, qualitative data collected through structured questionnaires, semi-structured interviews, the documentation of land uses, photosets, and participatory observation. The main findings of the Dissertation revealed the specific forms that gentrification took in each study area, but also underlined the common characteristics of the gentrification-flexibilization nexus as they emerge in the Greek context. Specifically, in both areas, the short-term rental market as well as the recreational uses ‘adjoining’ it played a crucial role in deregulating in situ labor markets. The above cases utilized the precarious employment of distinct sections of the workforce in each study area: the marginal gentrifiers and artists in Kerameikos, and the students in Koukaki. In order for such economic base, endemic to the novel types of Athenian gentrification, to emerge, the deregulated labor in constructions was extensively utilized. All the above outline the recursive relationship and reciprocal links establishing between gentrification and labour flexibilization; interestingly, this relationship is manifested across multiple spatial scales beyond the urban, and is shaped under the complex influence of an ongoing recession.
