H ελληνογαλλική αμυντική συμφωνία ως πλαίσιο υλοποίησης της ΚΕΠΑΑ στη Μεσόγειο

Abstract

Η Ελληνογαλλική Αμυντική Συμφωνία αποτελεί τη σημαντικότερη Συμφωνία μεταξύ των δύο κρατών στο κομμάτι της άμυνας και της ασφάλειας. H σπουδαιότητα της πηγάζει από τις θέσεις της ίδιας της Ε.Ε., η οποία σήμερα δίνει ιδιαίτερη βαρύτητα στις δύο αυτές νευραλγικές έννοιες, πρωτίστως για τα κράτη- μέλη της και δευτερευόντως για τη διεθνή κοινότητα. Επιπλέον η Ένωση αναγνωρίζει τη Μεσόγειο θάλασσα ως χώρο ζωτικής σημασίας για την ασφάλειά της. Για αυτόν τον λόγο θεωρήθηκε σκόπιμη η μελέτη της Συμφωνίας, καθώς και ο τρόπος με τον οποίο μπορεί να μεταφερθεί στην περιοχή της Μεσογείου. Στην παρούσα εργασία, υπάρχει η αρχική υπόθεση ότι η εν λόγω Συμφωνία μπορεί να αποτελέσει τον πυλώνα για την υλοποίηση της ΚΕΠΑΑ στη Μεσόγειο. Μέσα από μελέτης της υπάρχουσας βιβλιογραφίας, στο πρώτο μέρος της εργασίας γίνεται μία αναφορά στην ιστορική διαδρομή της ΚΕΠΑΑ και πως αυτή προέκυψε μέσα από Συμφωνίες, Συμβάσεις και δράσεις. Στο δεύτερο μέρος γίνεται ανάλυση της Συμφωνίας κατά Άρθρο, σύγκρισή- ταύτισή της με όσα η Ε.Ε. πρεσβεύει καθώς και με τις θέσεις που έχει μέχρι σήμερα υιοθετήσει. Από τη σύγκριση επιβεβαιώνεται ο αρχικός ισχυρισμός ότι η Συμφωνία, παρόλο που αρχικά διαφαίνεται ως μία ακόμη διμερής συμφωνία, μπορεί να αποτελέσει τον πυλώνα για την εφαρμογή της ΚΕΠΑΑ στη Μεσόγειο. Επιπρόσθετα, υπό προϋποθέσεις μπορεί να ενισχυθεί και ενσωματώνοντας και άλλα κράτη σε αυτήν, να αποτελέσει τη βάση για την ολοκλήρωση της ΚΕΠΑΑ.

The Greek-French Defense Agreement is the most important Agreement between the two states, in the field of defense and security. Its importance stems from the status of the E.U. itself, which today gives particular importance to these two crucial notions, primarily for its member states and secondarily for the international community. In addition, the Union recognizes the Mediterranean Sea as an area of vital importance for its security. For this reason, it was considered appropriate to study the Agreement, as well as the way in which it can be transferred to the Mediterranean region. In this paper, there is the initial assumption that the Agreement in question can be the pillar for the implementation of the CSDP in the Mediterranean Sea. Through the study of the existing bibliography, in the first part of the paper, a reference is made to the historical path of the CSDP and how it arose through Agreements, Treaties and actions. In the second part, I analyze the Agreement Article by Article, comparing it with what the E.U. advocates as well as with the stands it has adopted until today. The comparison confirms the initial claim that the Agreement, although it initially appears as another bilateral agreement, can be the pillar for the implementation of the CSDP in the Mediterranean Sea. Additionally, under certain conditions, the Agreement can be strengthened and, by signed by additional states, formed into the basis for the completion of the CSDP.
