Democratic dilemmas in EU governance: approaching the EU democratic deficit

Abstract

Η ΕΕ είναι κυριολεκτικά ένα πέιραμα. Αυτό το ιδιαίτερο κρατικό μόρφωμα δεν αποτελεί ούτε κράτος αλλά ούτε και ομοσπονδία, παρόλα αυτά λειτουργεί και διατελεί τις θεσμικές λειτουργιες των προηγουμένων με το να παράγει νόμους και πολιτικές σε υπερεθνικό επίπεδο οι οποίοι είναι υποχρεωτικοί για όλα τα κράτη μέλη. Η πολυπλοκότητα που χαρακτηρίζει αυτή τη δομή είναι εξαιρετική και για αυτό έχουν προκύψει ορισμένες παρενέργειες στις διαδικασίες λήψης αποφάσεων και εφαρμογής πολιτικών με αποτέλεσμα να έχει προκύψει το λεγόμενο 'δημοκρατικό έλλειμμα'. Ο σκοπός αυτής της εργασίας είναι γίνουν κατανοητή η έννοια του 'δημοκρατικού ελλείμματος' και το πως εκλαμβάνεται, καθώς επίσης και τους λόγους που το προκαλούν.

The European Union is literally a unique on-going experiment. This peculiar state formation is neither a state nor a federation as all of the member states do not lose their national power or identity. Yet for the E.U. to function, the E.U. member states set up institutional bodies which run the E.U. as a whole and produce legislation and policies applied to all the member-states. Those decision making mechanisms working in such a complex political context that consists of the numerous procedures and stages that are needed for legislation or policies to be passed, led to certain democratic instability which resulted to the so called E.U. democratic deficit. The aim of this dissertation is to understand the perspectives of which such notion as the ‘democratic deficit’ may be perceived as well as to point out the reasons and the phenomena that cause it.
